ruby on rails - Error when running cap deploy:cold -

my configiration centos 6.5 postgras93 ruby 1.9.3 ruby on rails 3

i have error when tring run

cap deploy:cold 

i have ran bundle command , know pg 0.15.1 installed

i have ran command well

i don't know why it's trying db migration part of deploy:cold. can a:
